EIA capacity report shows why regional refinery changes matter to product logistics

EIA reported that U.S. operable atmospheric distillation capacity was lower at the start of 2026 than a year earlier. Its regional observations explain why a national refining total does not fully describe local product-supply and distribution conditions.
The reported capacity change
EIA said U.S. operable atmospheric distillation capacity totalled 18.2 million barrels per calendar day on 1 January 2026, more than 250,000 barrels per calendar day below the prior year. It identified refinery closures and smaller changes at other sites as drivers. The figures are annual capacity-report data, not real-time throughput or a statement about current product availability.
Regional systems matter
The report notes that the West Coast has relatively limited pipeline capacity from Gulf Coast refinery hubs. That is a useful reminder that a national supply number can conceal regional differences in refining, marine imports, terminal stocks and inland distribution. Product logistics are shaped by where a refinery sits and how it connects to the markets it serves.
Practical interpretation
For physical planners, refinery capacity is one background indicator among many. It cannot determine whether a cargo is compatible with a receiving terminal or whether a transfer route is suitable on a particular date. Those questions require product, quantity, timing and interface information.
